Government
The Northern Mariana Islands is a Commonwealth (in
political union with the United States), which is self-governing with locally
elected governor, lieutenant governor, and legislature. There are no first-order
administrative divisions as defined by the U.S. Government, but there are
four municipalities at the second order, which are the Northern Islands,
Saipan, Tinian, and Rota. Saipan is the capital of these municipalities.
The documents governing the CNMI are a Covenant Agreement (with the U.S.)
effective 4 November 1986 and the Constitution of the Commonwealth of the
Northern Mariana Islands effective 8 January 1978. The CNMI legal system
is based generally on the U.S. system, except for customs, wages, immigration
laws, and taxation.
